First format is preferred.
The other ways of writing the names: Make redirect pages.

For example:
In the list, preferably the names should be like the first one. But maybe the page is already made with the name in another format. In that case, the entry in SMMA-HR numbers can be changed to the correct format. Then make that page with the right formatted name. Then use redirect on that page to the new page.

New page: Kim, Kyung Gye
#REDIRECT [[Kim, Kyung-gye]]

If someone clicks on a link with Kim, Kyung Gye, it redirects to the existing page Kim, Kyung-gye
